This sounds like a great idea and something that would really benefit London, not only the people receiving the bikes. I think people would value the bikes, even though they are free. My bike was given to me for free (from a friend who was moving away) and I value it just as much as I would a bike I paid a lot of money for, the only difference is that I was able to have a bike when I couldn't afford one.
