The London carbon exchange scheme economically rewards people who make low-impact journeys (e.g. walking) and penalises more environmentally damaging journeys. Every London citizen is given, on an oyster card, a certain amount of travel carbon per annum. As they make journeys around the capital they use up this carbon. The carbon counter is debited automatically along with the money being debited each time they make a bus, tube, tram or train journey. Car journeys would have their carbon usage debited by extending the CCTV/congestion charge car registration technology across the capital. Citizens could then trade carbon according to their requirements.
